Art. 54a. 1. A public finance sector unit may conclude a settlement in a case concerning a disputed civil law receivable debt in the event of making an assessment that effects of the settlement shall be more beneficial than the likely outcome of court or arbitration proceedings for the unit or, respectively, the State Treasury or a local government unit’s budget.

2. The assessment of the effects shall be made in writing, having regard to circumstances of the case, in particular the legitimacy of the disputed demands, the possibility of their satisfaction and the expected duration and costs of the court or arbitration proceedings.
